The second panel shows Dr. Claw from the early '80s animated TV series "Inspector Gadget." I chose him because he somehow leapt to mind as a good example of a human(?) villain who was unlikely to end his conflict with the hero in a timely fashion, whether by winning, getting arrested, dying, or calling it quits. Only afterward did I realize how easy he was to draw, especially with a word balloon to obscure his computer and cat.
